西方公务员制度的价值冲突从某种程度上是传统官僚制的法理性价值与新公共管理的管理主义价值之间的碰撞。价值冲突的结果引发了西方公务员制度的一系列变革,即从政治中立到参与政治的转变;从终身雇佣制到灵活雇佣制的变革;从垄断化管理到市场化运作的变迁;从以规则为本到以结果为本的变化。与此同时,西方公务员制度在其变革过程中也存在一些问题,即放松规制带来法治的弱化;弹性化的雇佣制对雇员权利造成不良的影响;绩效管理在实施过程中出现难以量化的窘境;民营化引发腐败问题。因此,如何从国情出发,充分发挥政府与市场的各自优势,确立政府与市场的平衡点是中外各国公务员制度改革面临的一个现实问题。 相似文献

The current study extends the investigation of online relationship building by examining how Fortune 500 companies use the popular social network site Twitter to facilitate dialogic communication with stakeholders. A content analysis of a random sample of the Twitter profiles maintained by Fortune 500 companies (n = 93) and individual tweets posted on those profiles (n = 930) examined the use of dialogic features within the Twitter profiles as well as the individual tweets. Results indicated that organizations that have a dialogic orientation to Twitter use (61%) employed the principle of conservation of visitors to a greater degree and generation of return visits to a lesser degree than organizations with a non-dialogic orientation to Twitter (39%). 相似文献

This qualitative content analysis used framing theory to examine how gender and diversity have been framed over the past decade in modern public relations industry publications. Findings revealed that diversity is most often set aside in its own issue or column and not integrated throughout the whole of the publications. Most articles about diverse populations mentioned primarily Hispanic or Latino populations and Blacks or African Americans. Diversity is framed as different, a journey or process, a language problem, a responsibility, inclusion, transforming workplace culture, enhancing the profession, resource intensive, power driven, needing to be justified, and impacting the bottom line. Disparities in public relations still exist among gender, racial, and ethnic groups with less power and must be addressed more fully in public relations professional publications. 相似文献

This paper argues that carnivalesque protest comprises a particular genre of activist public relations which articulates conflict with, and resistance to, dominant discourses on controversial issues. A case study of the New Zealand group Mothers Against Genetic Engineering illustrates how the carnivalesque, by promoting community relationships and influencing public opinion through values of affect, can open up new spaces for public dialogue about social issues. Using telephone surveys of business/financial journalists in the United States (n = 200), this research investigates the agenda-building role of social media content in journalists’ work. Understanding that more non-public relations content from user-generated and social network sites, like YouTube and Twitter, are fast becoming resources for journalists to get story ideas, break scandals, and find sources, we began this scholarly work to determine the frequency of such uses of social media. Overall, findings indicate very little use of social media by these business journalists. Results and implications for public relations practitioners are discussed in detail. 相似文献

Discrimination against older workers and the higher barriers for entrance to the workforce that these workers face are well documented in the literature. This situation becomes even worse when technological changes take place. In this paper the different responses of younger and older workers to those technological changes were analyzed, and it was revealed that older workers can be severely harmed when such changes occur. It was found that providing a subsidy for older workers could aid in reducing the unemployment among older workers, together with increasing growth of the economy and decreasing the inequality of income distribution. 相似文献

A frustration often expressed by researchers and policy-makers in public health is an apparent mismatch between respective priorities and expectations for research. Academics bemoan an oversimplification of their work, a reticence for independent critique and the constant pressure to pursue evaluation funding. Meanwhile, policy-makers look for research reports written in plain language with clear application, which are attuned to current policy settings and produced quickly. In a context where there are calls in western nations for evidence based policy with stronger links to academic research, such a mismatch can present significant challenges to policy program evaluation. The purpose of this paper is to present one attempt to overcome these challenges. Specifically, the paper describes the development of a conceptual framework for a large-scale, multifaceted evaluation of an Australian Government health initiative to expand Nurse Practitioner models of practice in aged care service delivery. In doing so, the paper provides a brief review of key points for the facilitation of a strong research-policy nexus in public health evaluations, as well as describes how this particular evaluation embodies these key points. The ability of organizational members to identify and analyse stakeholder opinion is critical to the management of corporate reputation. In spite of the significance of these abilities to corporate reputation management, there has been little effort to document and describe internal organizational influences on such capacities. This ethnographic study conducted in Red Cross Queensland explores how cultural knowledge structures derived from shared values and assumptions among organizational members influence their conceptualisations of organizational reputation. Specifically, this study explores how a central attribute of organizational culture – the property of cultural selection – influences perceptions of organizational reputation held by organizational members. We argue that these perceptions are the result of collective processes that synthesise (with varying degrees of consensus) member conceptualisations, interpretations, and representations of environmental realities in which their organization operates. Findings and implications for organizational action suggest that while external indicators of organizational reputation are acknowledged by members as significant, the internal influence of organizational culture is a far stronger influence on organizational action. 相似文献

指定辩护制度是以主权在民、正当程序和控辩平衡等理论为依据,其适用范围取决于权利保障与政府公共资源的平衡结果,是社会保障体系的一个组成部分。我国指定辩护制度存在缺乏对公共资源进行量变考量的法律调整、列举范围相对狭窄、指定辩护阶段滞后、对"无力"情形照顾不周等问题。因此,应从科学界定"应当"指定辩护的适用范围入手,将基于职权和基于申请而产生的指定辩护情形规范化,规定指定辩护制度适用于审查起诉阶段。 相似文献
